Pricing & Rates

The Cooperative’s rates are intended to recover the actual cost of wholesale power based on projected amounts. In order to assure that power costs are neither over collected nor under collected from the Members, any difference between actual wholesale power cost and projected cost will be reflected in subsequent rate schedules. This is known as the power cost adjustment (PCA). Currently, the PCA is $0.0319. (This includes the IDC charge as described below.)

Interest during construction (IDC) charges include additional costs, such as interest to construct new resources, deferred expenses, interest on new or acquired resources, and government mandated environmental costs or upgrades.

Green power is electricity that comes from renewable, more environmentally friendly sources like wind, solar, geothermal, biomass and low-impact hydropower energy. Green power can be purchased for $5 per block (which is added to your electric bill). It is available in blocks of 150 kilowatt-hours. For every block of green power purchased, your kWh usage is reduced by 150 for the purpose of calculating the fuel charge.

Terms of Service

*Please note that a credit/identity check will be performed on all applicants. A membership fee of $15 and an account service charge of $20 is required and will apply to your first month’s bill. A security deposit may also be required. Any past due amounts to Carroll EMC must be paid in full before new service can be established. If you’ve never had service with us before, you may be required to apply in person at one of our offices.

1. The Applicant will pay to the Cooperative with the Application a membership fee and an initial account service charge. The membership fee shall be refunded if applicant’s membership is not accepted by the Cooperative, and any portion of said membership fee not applied to the payment of bills due the Cooperative shall be refunded to the applicant after termination of service. The account service charge shall be non-refundable. A Security Deposit may be required, which shall be held and distributed in accordance with the Service Rules & Regulations.

2. Please note that a credit/identity check will be performed on all applicants.

3. The Applicant will comply with and be bound by the provisions of the Articles of Incorporation, Bylaws and Rules and Regulations now in effect and as may from time to time be adopted by the Cooperative. The Bylaws and the Rules and Regulations provide for but are not limited to Paragraphs 4, 5, and 6 below. These paragraphs are included for emphasis. A copy of the Bylaws and Rules and Regulations is available upon request or at carrollemc.com.

4. Applicant shall, when electric energy becomes available and the meter installed, purchase from the Cooperative all central station electric energy used on the premises described above (or such other premises for which Applicant may apply for service) and will pay therefore monthly at such rates as may be fixed from time to time by the Board of the Cooperative.

5. Applicant agrees to allow the Cooperative to perform right-of-way clearing and to grant the Cooperative such easements as are necessary or convenient to serve the Cooperative’s Members.

6. The Cooperative’s identified employees shall have the right of access to consumer’s premises for the purpose of testing, repairing, removing, maintaining or exchanging any or all equipment or facilities of the Cooperative.

7. Applicant shall be enrolled in Operation Round Up® which rounds up the bill to the next whole dollar, for use in donating to various non-profit organizations within the service area. To opt out of this program, contact member.services@carrollemc.com.

8. Applicant gives prior express written consent to receive certain telephone calls from the Cooperative that provide alerts, warnings, and courtesy calls and information about the electric account as well as notifications concerning scheduled work in the area and outage information.

9. The Member assumes all liability for, and holds harmless, Carroll Electric Membership Cooperative, its directors, officers, employees, and agents for any and for all damages of any kind resulting from an automatic disconnection or reconnection of service.

Service Rules & Regulations ByLaws

1. The Applicant hereby applies for membership in The Carroll Electric Membership Corporation (the “Cooperative”). The Applicant will pay to the Cooperative with Application a membership fee and an initial account service charge. The membership fee shall be refunded if the Applicant’s membership is not accepted by the Cooperative, and any portion of said membership fee not applied to the payment of bills due the Cooperative is required in the amount $___________, which shall be held and distributed in accordance with the Service Rules and Regulations.

2. The Applicant will comply with and be bound by the provisions of the Articles of Incorporation, Bylaws and Rules and Regulations now in effect and as may from time to time be adopted by the Cooperative. The Bylaws and Rules and Regulations provide for but are not limited to Paragraphs 3,4,5 below. These paragraphs are included for emphasis. The applicant acknowledges receipt of a copy of the Bylaws.

3. Applicant shall, when electric energy becomes available and the meter installed, purchase from the Cooperative all central station electric energy used on the premises described above (or such other premises for which Applicant may apply for service) and will pay there for monthly at such rates as may be fixed from time to time by the Board of the Cooperative. Applicant will pay at least the minimum monthly charge specified in the applicable rate for Applicant’s service.

4. Applicant agrees to allow the Cooperative to perform right-of-way clearing and to grant the Cooperative such as easements as are necessary or convenient to serve the Cooperative’s members.

5. The Cooperative’s identified employees shall have the right of access to consumer’s premises at all reasonable times for the purposes of meter reading, testing, repairing, removing, maintaining or exchanging any or all equipment or facilities of the Cooperative. Cooperative personnel will read electric meters each month.

6. Applicant hereby gives prior express written consent to receive autodialed and prerecorded message calls, and automated text messages, to any number provided by Applicant, to the extent such calls are closely related to the provision of electric service, including but not limited to alerts, warnings, notifications regarding possible termination of service for failure to pay, and notifications concerning scheduled work in the area and outage information.

Service Rules & Regulations ByLaws

Members opting into Carroll EMC’s PrePay program, in addition to the Cooperative’s standard rules and regulations, will be held accountable to the PrePay terms set below:

 

Applicability/Availability

Carroll EMC’s PrePay metering program is available to all single phase, non-demand residential Members that have 200 AMP service. Demand meters, 50 amp and large commercial accounts are not eligible for PrePay service. Energy assistance is available on PrePay accounts.

 

New Members

New Members opting in to PrePay metering will be required to complete a membership application, if an application is not currently on file. A membership fee of $15.00 and a minimum of $50.00 for daily usage ($65.00 minimum total) is required for initial service.

 

Existing Members

Existing Members opting to convert their account to PrePay will have any existing deposits applied to account balances or to their PrePay account. Members must pay in full all pre-existing fees and unbilled energy or select to participate in the debt management program before an account can be converted from traditional billing to PrePay. The new PrePay account must have a minimum balance of $50.00 for daily usage.

 

Debt Recovery

Existing Members with account balances may be able to use the debt management program. For each payment that is made on the PrePay account, a portion will go towards the outstanding account balance. If debt recovery is utilized, 50% of each payment will be applied to the debt until the balance is eliminated. Debt recovery will not be applied to the initial $50.00 minimum balance.

Payments

Payments may be made at Carroll EMC’s offices during normal business hours. Payments may be made 24 hours a day via credit card, debit card or check through the automated call system at 770-832-3552 or through the Member Portal. Cash, credit card, debit card or check payments may also be made 24 hours a day at any of the PaySite™ kiosk locations.

Bill Viewing and Bill Calculation

Carroll EMC will provide a service so you can view your daily usage, receive notifications, and make smaller payments as often as you would like or as your budget allows. Click the link to visit the Member portal. The PrePay account will be calculated daily with adjustments of all charges and fees deducted from the PrePay credit balance.

Billing

PrePay accounts do not receive paper statements. PrePay accounts are not eligible for e-bills. Daily PrePay account history (usage, charges and payments) will be available by phone or via the Member Portal. You are solely responsible for managing and updating the notification settings on your PrePay account(s). Alerts will be sent via the method you select for your account. Failure to maintain your notification settings may result in disconnection without further notice. Notifications may be sent via email, text or IVR call outs.

 

Disconnection and Minimum Payments for Reconnection

A PrePay account will be subject to automated mechanical disconnection any time your account does not have a credit balance. Any returned checks or other fees on the account will be charged to the Member’s account immediately. If this causes the credit balance to be exhausted, service will be subject to disconnection. To restore service, you must recharge your account to a minimum of $10.00.
